No. The base commode includes the bucket, flexible seat, and gamma lid only. Gel waste bags are sold separately, so you can buy the count your trip needs.

Line the bucket with a gel bag, use it, then cinch the bag closed and tie it off. The included powder in most gel bags solidifies liquid so it can go in normal trash where local rules allow.
How do I keep it clean?
Use a fresh bag each time so nothing touches the bucket. Rinse and air-dry between trips, and the gamma lid keeps dust and grit out during storage.
